We continue our efforts to constantly improve the accessibility of this website and we know some parts of this website are not fully accessible, most notably:
- Older PDF documents (created before July 2020) are not fully accessible to screen reader software as ‘headings’ have not been used making the navigation more difficult. The same applies for documents that have been scanned in (like the AGAR – Finance and Accounts).

Non accessible content
The content listed below is non-accessible for the following reasons.
Non-compliance with the accessibility regulations
Some PDFs (Minutes and Agendas published before July 2020, the Annual Governance Return) do not use headings so the navigation tool cannot be used with a screen reader. This does not meet WCAG 2.1 success criterion 4.1.2 (name, role value). We are ensuring that all new content added to the website as PDF is compliant using appropriate headings. The AGAR is a scanned in document and we will provide them in an alternative format or media on request.
Disproportionate burden
It is not possible to change PDFs published before July 2020 (Agendas and Minutes) because they are legally signed and approved documents. Going through this process would bring a disproportionate burden on the Council. Under the Transparency Code, only 12 months of minutes and agendas must be published on the website so by July 2021, all PDF Agendas and Minutes will be compliant. Going through the process to change all the Minutes and Agendas into accessible documents would be a very time-consuming exercise and disproportionate to the demand. If anyone requires minutes and agendas from an earlier period (before they have been made accessible with headings), the Clerk will help to ensure they receive a copy that is accessible to them and will edit these documents on a case by case basis.
Content that is not within the scope of the accessibility regulations
PDFs and other documents
Many of our older PDFs and Word documents (Prior to July 2020) do not meet accessibility standards – for example, they may not be structured so they are accessible to a screen reader. This does not meet WCAG 2.1 success criterion 4.1.2 (name, role value).
The Annual Governance and Return published on the Finance page of the website is a scanned in document, which must be signed in ink (physically signed), scanned in and published on the council’s website. This means that this document is not accessible to a screen reader and therefore not compliant.
Any PDFs of Minutes and Agendas, published prior to July 2020 have been approved by council and signed off before being converted to PDF. They cannot therefore be edited and will remain inaccessible to screen readers until they are removed from the website to be held only in hard copy format in the council archives. All minutes are retained by the council, in hard copy format, indefinitely.
The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they’re not essential to providing our services. For example, we do not plan to fix The Parish Plan document as this was published before September 2018.
Any new PDFs or Word documents we publish will meet accessibility standards. All documents, including the AGAR can be provided in an alternative format or media on request.
How we tested this website
This website was fully tested in August 2020. The test was carried out by Llanyblodwel Parish Council. Monthly checks are now undertaken.
We used this approach to deciding on a sample of pages to test:
- The site’s homepage
- content pages that are mostly text based
- images, video and audio content
- interactive tools and transactions, like forms
- PDFs and other document types you have
- dynamic content like pop-up windows
- navigation pages, including your sitemap and pages with search functionality

What we are doing to improve accessibility
- All PDFs (excluding any scanned in documents) published from July 2020 are screen reader accessible.
