Jubilee Tree

Llanyblodwel Parish Council have planted a Field Maple, marked with a plaque, both kindly donated by Shropshire Council, to commemorate the Queen’s Platinum Jubilee.

The tree has been plotted on Shropshire Council’s Jubilee Tree Map, which will accompany their Community Tree Scheme map and will also be marked on the Queen’s Green Canopy.

The tree is planted at Llanyblodwel and Porthywaen Memorial Institute.

Llanyblodwel Bridge Closure – Update

Update from Shropshire Council:

We would like to update you on the progress with the repair work to Llanyblodwel No 1 Bridge following the damaged caused by a vehicle strike in late June 2021. The bridge was closed on an emergency basis on the grounds of public safety and to safeguard the structural integrity of the bridge. The bridge is a Scheduled Ancient Monument (SAM) and therefore we needed to preserve the fabric of the bridge from further bridge strikes or vehicle impact damage until the repairs could be carried out.

The repair work is now programmed to start on the 3rd May 2022 and last up to 16 weeks.

The repair works will involve taking down and rebuilding the full length of the upstream parapet which will also include specialist masonry repairs, cast iron rail repairs and surfacing works.

Unfortunately in order to carry out the proposed work safely it will be necessary to keep the bridge closed to vehicular traffic.  The normal working hours will be between 8.00am to 16.00pm Monday to Friday.

While the bridge is closed, traffic will be diverted via the current temporary diversion route using local roads which crosses the County boundary into Powys County Council by a signed diversion route (https://one.network/?tm=GB127444962).

Access over the bridge for pedestrians and dismounted cyclists will remain available throughout the proposed work although there may be some delay at times to maintain safety.

We apologise for the disruption this has caused the community.

The work will be carried out by the Council’s term maintenance contractor Kier, with supervision being provided by WSP on behalf of Shropshire Council.

In order to inform the public of the proposals, advance notice signs have been erected at the bridge and an information letter is being delivered to local properties effected this week.

Household Support Fund

INFORMATION FROM SHROPSHIRE COUNCIL ON THE HOUSEHOLD SUPPORT FUND

Shropshire Council has received additional funding through the new Household Support Fund, we have until 31 March 2022 to spend this money.  Please refer to the following recent news article regarding this:

Money to support Shropshire households with fuel costs has also been given to Shropshire Rural Communities Charity and Marches Energy Agency but we have also received extra money for local welfare provision which we will use for a number of things:

  • Food
  • Energy and water
  • Essentials linked to energy and water (e.g. cookers, fridges, freezers, cooking equipment, sanitary products, soap, warm clothing, blankets, boiler service and repair)
  • Wider essentials (eg phone bills, broadband, other clothing, school uniform, essential transport-related costs, other essential furniture – this list is not exhaustive)
  • Housing costs “in exceptional circumstances.”  DWP have placed a number of caveats on using this money for housing costs, including exhausting all other avenues of alternative local funding to the extent that we do not envisage using it in this way – but please remember that we still have money available in the welfare fund that can help with this.

Because we have more money, we can help more people and this will mean that for many people, the usual restrictions we have to put in place for the normal Local Support and Prevention Fund applications will not be applied to this new funding.  If someone is struggling financially, please encourage them to contact us as we may be able to help.

To make things simple, we are classing all of the money available to us as Local Welfare Provision.  This means that customers only need to make one application, we will help from whichever pots of money are appropriate.

Please do encourage anyone that you encounter who is in difficulty to call us on 0345 678 9078 (option 2), and we will take an application from them over the phone.  If you are supporting the person, then with your customer’s consent, we would welcome any information that you feel would support them

Defibrillator Training – 30.10.21

Llanyblodwel Parish CouncilI have arranged a Defibrillator Training Session on Saturday 30th October 2021 – 10am – 12 noon in the Llanyblodwel and Porthywaen Memorial Institute.
The Training will be delivered by Effie Cadwallader, Community First Responder & BHF Heartstart tutor.

The training is free but donations to the First Responders are welcomed.

Housing Needs Survey to Launch in Llanyblodwel

A Shropshire Council-led initiative to identify housing needs across the county is set to commence in October. All residents in the parish will receive the survey through the post, and are encouraged to complete it as soon as possible.

Right Home, Right Place, part of Shropshire Council’s Affordable Housing Team, have been running surveys in Shropshire’s towns and villages since 2018; the responses they receive are invaluable in helping Shropshire Council identify whether there’s a hidden housing need in the area.

Edward West, Shropshire Council’s Planning Policy & Strategy Manager, said: “Throughout Shropshire, as with the rest of the country, we’re seeing a growing gap between the average salary and the average house price, which is making it very difficult for people to stay in the areas they’ve grown up in, gone to school, have family in or now work in.

“This can result in people moving elsewhere, which then has a knock-on effect on our towns and villages; schools close, pubs shut down, and we begin to lose various aspects of what makes our local communities thrive.

“There are many people who may be in housing need, from young professionals who are struggling to get on the ladder to families who need a larger home but can’t afford anything nearby, and older residents who need to downsize for cost or mobility reasons but can’t find anything suitable locally.

“Our job is to help identify what type of housing people need, and where it’s needed most. So even if people don’t currently have any housing needs, we still need to know – so we need everyone to take the survey. It’s an invaluable chance to have their say on the future housing in the parish.”

Vacancy for a Councillor

The Parish Council is seeking applications from interested local people who wish to be considered for co-option to the Parish Council.

Applications should be made to the Parish Clerk by no later than 1st November and should detail why you would like to become a councillor and what skills you will bring to the role. The Parish Council will consider all applications received at their Parish Council Meeting to be held on Thursday 11th November 2021.

PUBLIC NOTICE IS HEREBY GIVEN

That a casual vacancy has occurred in the Office of Councillor of Llanyblodwel Parish Council following the disqualification on 13.08.21 of Cllr Julie Emberton.

Rule 5(2) of The Local Elections (Parishes and Communities) (England and Wales) Rules, 2006 now applies.

The rule allows TEN ELECTORS for the parish in which the casual vacancy has arisen to request the Returning Officer to hold an election to fill the vacancy.* That request must be made within FOURTEEN DAYS, calculated in accordance with the rules,** of the date of this notice. The fourteen-day period ends on Friday 3rd September 2021.

What if a request to hold an election is not received during the permitted time?

Rule 5(5) of the above Rules will apply. The Parish Council must, as soon as practicable after the expiry of the fourteen-day period, co-opt a person to fill the vacancy.

Vacancy for a Parish Clerk

Applications are invited for the position of Parish Clerk. This is an interesting and varied part time post for 6 hours per week, working mainly from home, offering the chance to enable the team of Parish Councillors to deliver real benefits to the community.

There is a minimum of 6 Council Meetings annually, all held in the evening, although there may be additional meetings during the year which the Clerk will be required to attend.

The successful applicant will be computer literate and self-reliant. Duties will include the preparation of accounts, payroll, agendas, minutes and general administration. The Clerk will also be required to liaise with Shropshire Council, other organisations and the general public. Training will be provided if necessary.

The salary will be based on the NJC Pay Scales at point 19 – £13.24 per hour, subject to satisfactory performance and qualifications.
